Abstract; Long-term goal to achieve in this research is to support and implement government’s program, international program of postgraduate program. The distinctive targets are to produce: (1) learning package of Introduction to mathematics bilingual, (2) the publication of scientific articles in either journal of national or international accreditation, and (3) National Conference. Research design was the modification and adaptation of Research and Development (R&D) model Four-D (Define, Design, Develop, and Disseminate), Thiagarajan, et all (1974). The criteria used as learning packages of bilingual mathematics are: (1) Learning which is creative, active, and fun with two introductory languages (Bahasa and English), (2) native speakers as validator model. This findings show that learning packages of introduction to mathematics bilingual (Student Book, Lesson Plan, and Student Worksheet) are valid for all aspects which its average is in range: 3,5 ≤ V< 4,5 from ideal score V=5. This findings also show that Learning Packages are well implemented. The result of descriptive analysis of student’s mean score from pre- test to post-test is increase (from 2,733 to 3,400). The Student’s mean score at pre- test is 2,733 with deviation standard 0,94, Minimum Score 0 (E) and maximum Score 4 (A) from ideal Score 4. As for, The Student’s mean score at post-test is 3,400 with deviation standard 0,33912, Minimum Score 2,8 and maximum Score 3,8 from ideal score 4. The increase indicates that learning packages of introduction to mathematics bilingual are effective. Keywords: Learning Packages Development, Introduction to Mathematics, Bilingual
