Abstract

ABSTRAK SITI SAENAB. Evaluasi Program On The Job Training (OJT), pada Sekolah Menengah Kejuruan Negeri (SMKN) di Kota Makassar (dibimbing oleh Alimuddin Mahmud, sebagai promotor, Gufran D. Dirawan dan Arifin Ahmad, masing-masing sebagai kopromotor). OJT adalah pelatihan atau magang industri merupakan bagian dari Pendidikan Sistem Ganda (PSG) di Sekolah Menengah Kejuruan (SMK). Tujuan penelitian ini adalah menganalisis gambaran relevansi a) Context kelayakan target, peluang kebutuhan dan tantangan; b) Input kemampuan sistem, strategi program, strategi implementasi, desain strategis, pembiayaan kegiatan OJT; c) Process desain prosedur pelaksanaan OJT, dan d) Product (output serta outcome) pelaksanaan OJT dan keberterimaan siswa tamatan di industri berdasarkan analisis model CIPP. Kajian ini menggunakan pendekatan evaluasi dengan mix method, kombinasi metode kuantitatif dan kualitatif. Metode kuantitatif melalui sampling acak, data kuantitatif dikumpulkan melalui kuesioner, dan dianalisis menggunakan software SPSS. Metode kualitatif digunakan melalui metode sampling bertujuan. Data dikumpulkan dengan menggunakan daftar pertanyaan dan dianalisis deskriptif. Hasil penelitian menunjukkan bahwa program OJT di SMKN Pariwisata sudah dilaksanakan sesuai dengan SOP. Namun dari aspek-aspek yang diteliti melalui analisis model CIPP, diperoleh temuan: 1) Context; alat seleksi siswa OJT belum efektif, bentuk kerjasama diperlukan MoU, jurnal siswa OJT belum relevan; 2) Input, singkronisasi kurikulum perlu dibaharukan; 3) Process, keterampilan dan disiplin siswa OJT perlu ditingkatkan, durasi pembekalan belum sesuai, monitoring, evaluasi dan pembimbingan siswa OJT perlu disepakati dan 3) Product, sanksi dan penghargaan terhadap siswa OJT perlu diperhatikan. Hasil analisis deskriptif menunjukkan perbedaan yang signifikan dari hasil analisis CIPP terhadap aspek tersebut diatas. Hasil temuan menghasilkan sebuah buku log, atau On-The-Job Log Book yang dilengkapi dengan Standar Kompetensi Nasional Indonesia (SKKNI). Temuan ini diharapkan dapat meningkatkan kualitas program sistem pelaksanaan OJT di SMKN Kota Makassar dan berguna sebagai bahan untuk memperjelas konsep evaluasi program OJT serta untuk mendukung pengembangan konsep link and match antara persiapan siswa SMK ke dunia usaha/industri sebagai lembaga mitra dalam pelaksanaan OJT di SMKN Kota Makassar . ABSTRACT SITI SAENAB. The Evaluation Of On The Job Training (OJT) Program in Vocational Hight School (SMKN) Kota Makassar. (supervised by Alimuddin Mahmud, as promotor, Gufran Darma Dirawan and Arifin Ahmad, as co-promotor). OJT or apprenticeship training industry is a part of the Dual Education System in the Vocational School. The purposes of this study ware to analyze the relevance of: a) The context feasibility targets, opportunities and challenges needs; b) The ability of the system input, strategy program, strategy implementation, strategic design, and scheduleng OJT activities; c) Process design of implementation procedures OJT, and d) Product (outputs and outcomes) OJT implementation and acceptance of graduate students in the industry based CIPP model analysis. This study is evaluation approach uses mix method, the combination of the quantitative and the qualitative methods. The data of quantitative methods is taking by using random sampling, and data were collected through questionnaires, and analyzed by using SPSS software. Mean while qualitative methods is taking through sampling method aims, data was collected by using questionnaires for descriptive analyzed. The results showed that the OJT program at SMK Tourism has implemented according to the Standard Operational Procedures (SOP). But from the aspects studied through CIPP model analysis. The obtained findings: 1) Context, OJT student selection tools yet effective, form of hotel industry partner is needed MoU, the journal has not been relevant of OJT students; 2) Input the curriculum needs to synchronizes to the industry needed; 3) Process, OJT students the skills and discipline necessary to increase the duration of OJT appropriate and it needed, monitoring, evaluation and mentoring students OJT system must be agreed upon; 4) Product, sanctions and respect for OJT students need to be considered. Descriptive analysis showed a significant difference from the results of the analysis of the aspects mentioned above CIPP and 5) The findings resulted in a log book, or On-The-Job Log Book complete with Indonesian National Competency Standards (SKKNI). These findings are expected to improve the quality of implementation of the OJT program at SMK Kota Makassar system and useful as a material to clarify the concept of the OJT program evaluation as well as to support the development of the concept of link and match between vocational preparation of students to the business/industry as a partner institution in the implementation of OJT in SMK Kota Makassar.
