Abstract

ABSTRAK DANIEL PABERU KABANGA’. Analisis Implementasi Pelatihan Berbasis Kompetensi (Competency Based Training ) SMK Negeri 1 Makale – Tana Toraja.(dibimbing oleh Ismail Tolla dan Sulaiman samad). Penelitian ini bertujuan untuk mengetahui implementasi pelatihan berbasis kompetensi (PBK) dengan subfokus adalah pemenuhan standar kompetensi, strategi pembelajaran, penilaian tingkat kompetensi, dan faktor-faktor pendukung dan penghambat dalam implementasi PBK. Lokasi penelitian ini dipusatkan pada SMK Negeri 1 Makale, sumber data dalam penelitian ini melibatkan kepala sekolah, wakasek, Guru / Instruktur teknik Audio Video, dan siswa teknik Audio Video. Teknik pengumpulan data yang digunakan yaitu wawancara mendalam, dokumentasi. Data kemudian dianalisis dengan metode kualitatif dengan langkah-langkah sebagai berikut reduksi data ( data reduction), penyajian data ( data display), ferifikasi data (conclusion drawing verification), pengecekan keabsahan data. Hasil penelitian menunjukan bahwa implementasi pelatihan berbasis kompetensi (PBK) dengan subfokus pada pemenuhan standar kompetensi PBK telah dilakukan melalui pemetaan kompetensi bersama dunia usaha/industri.Sub Fokus pada strategi pembelajaran Berdasarkan hasil observasi bahwa materi pembelajaran yang dipergunakan baik dalam bentuk modul maupun paket pembelajaran telah sesuai. Begitu pula rencana pembelajaran yang termuat strategi pembelajaran didalamnya juga telah sesuai. Sub Fokus pada penilaian tingkat kompetensi Tingkat kompetensi peserta diklat yang kompeten termasuk kategori yang tinggi, hal ini didasarkan pada hasil penilaian belajar peserta diklat melalui kemampuan unjuk kerja dalam unit-unit kompetensi frekuensinya rata-rata di atas 50 persen. Dan faktor-faktor pendukung dalam inplementasi PBK meliputi : Kepemimpinan yang Profesional, Klualifikasi tenaga kependidikan semua sarjana, kerjasama yang harmonis pada seluruh stakeholder,tersedianya lingkungan yang sejuk dan bebas dari kebisingan, Adanya dukungan dari kepala sekolah, dalam imlementasi PBK, Adanya dukunga dari Dunia Industri. Sedangkan faktor yang penghambat dalam implementasi PBK meliputi : Kurangnya buku kepustakaan yang sesuai dalam memenuhi 22 standar kompetensi.Kurangnya peralatan yang memadai yang digunakan dalam pencapaian standar kompetensi, Kurangnya jam diklat dalam implementasi PBK,Terbatasnya ruang praktikum yang memadai, Kurangnya pelatihan bagi instruktur/ guru. The objective of this research is to determine the implementation of based training competency by subfocus is the fulfillment of standards of competence, learning strategies, assessment of competence levels, and supporting factors and obstacles in the implementation of based training competency. The location of this research on SMK Negeri 1 Makale, the source of the data in this research involves the principal, Vice principal, Teacher / Audio Video technician Instuctor, and Audio Video technician student. The data collection techniques used are in-depth interviews, documentation. The data are then analyzed using a qualitative methodology with the following steps of data reduction, data display, conclusion drawing verification, checking the validity of the data. The result of the research that the implementation of based training competency by subfocus on fulfillment competency standards of based training competency has been done through the mapping of competence with business / industry, the observation that the level of suitability mapping of competencies including high category. Sub Focus on learning strategy Based on observation that the level of appropriateness of learning materials that are used either in the form of modules and learning packages which belong to a high category. Similarly, fitness level lesson plan teaching strategies contained in it are also classified as high categories. Sub Focus on the assessment of competency level of competent training participants include high category, this is based on the results of learning assessment training participants through the performance capabilities of the units of competence the average frequency is above 50 percent. And supporting factors in implementation of based training competency including: Professional Leadership, all undergraduate education personnel qualification, the harmonious cooperation of all stakeholders, providing a cool environment and free from noisy, supporting from the principal, the implementation of based training competency , existence of Industry endorsement. While the inhibiting factor in the implementation of based training competency, including the Lack of appropriate library books to meet the 22 standards competency. The Lack of adequate equipment used in the achievement of standards competency, the lack of training hours in the implementation of based training competency , the Lack of adequate laboratory space, and the lack of training for Instructor teachers.
