Abstract

ABSTRAK Kesejahteraan sosial merupakan salah satu Hak Asasi Manusia, Negara dalam hal ini pemerintah dan pemerintah daerah wajib menjaminnya melaui program-program jaminan sosial. Namun, masih banyak masyarakat miskin yang belum menikmati hak mereka sebagai warga Negara dalam hal kesejateraan sosial. Oleh karena itu rumusan masalah dalam penelitian ini adalah (i) Bagaimana penerapan program kesejateraan sosial terhadap masyarakat miskin di Kota Makassar? (ii) Apakah faktor determinan dalam pemenuhan hak kesejahteraan sosial bagi masyarakat miskin di Kota Makassar? (iii) Strategi apa yang dapat dilakukan untuk mengoptimalkan pemenuhan hak kesejahteraan sosial masyarakat miskin di Kota Makassar? Tujuan penelitian ini adalah (i) untuk mengkaji dan menganalisis penerapan program kesejateraan sosial terhadap masyarakat miskin di kota Makassar; (ii) untuk mengkaji dan menganalisis faktor determinan pemenuhan hak kesejahteraan sosial bagi masyarakat miskin di kota Makassar; (iii) untuk mengkaji dan menganalisis strategi yang dapat dilakukan untuk mengoptimalkan pemenuhan hak kesejahteraan sosial masyarakat miskin di kota Makassar. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara dan telaan dokumen. Hasil penelitian menunjukan bahwa penerapan program kesejahteraan sosial oleh pemerintah kota Makassar belum dilakukan secara optimal. Hal tersebut terbukti, dimana masyarakat miskin ada yang belum mengenal program dan belum perna mendapat sentuhan bantuan dari pemerintah dalam bentuk apapun. Faktor determinan dalam pemenuhan hak kesejahteraan sosial yang dihadapi pemerintah kota Makassar sehinga program kesejahteraan sosial tidak terlaksana dengan baik adalah dikarenakan oleh beberapa faktor antara lain: faktor eksternal yakni (1) verifikasi data; (2) sistem sosialisasi dan informasi; (3) politik dan (4) anggaran, serta faktor internal yang berasal dari dalam masyarakat miskin itu sendiri yakni (1) pendidikan dan ; (2) pekerjaan. Strategi yang dilakukan untuk mengoptimalkan pememenuhan hak kesejahteraan sosial masyarakat miskin di kota Makassar adalah melalui pembangunan rumah susun berpola asrama. ABSTRACT Social welfare is one of Human Rights. The nation, in this case, the government and local government must guarantee in through social security program. However, there are many poor societies who have not enjoyed their rights as citizens in term of social welfare. Therefore, the formulations of the problems of the research are: (i) How is the implementation of social welfare program toward poor society in Makassar City? (ii) What are the determinant factors in the fulfillment of social welfare right to poor society in Makassar City? (iii) What strategies to be utilized to optimize the fulfillment of social welfare right to poor society in Makassar City? The objectives of the research are to examione and analyze (i) The implementation of social welfare program to wards poor society in Makassar City; (ii) The determinant factors in the fulfillment of social welfare right to poor society in Makassar City; (iii) The strategies to be utilized to optimize the fulfillment of social welfare right to poor society in Makassar City. The research employed qualitative approach. Data collction techniques ware conducted thrugh observations, interview, and document review. The results of the research reseal that the implementation of social welfare program by the government of Makassar City had not been implemented well, proved by the poor society who has not known obout the program and has not received assistance in any forms. The determinant factors in the fulfillment of social welfare right faced by the government of Makassar city that the social welfare program did not implement well are due to several factors such as: external factors, namely (1) data verification; (2) socialization and information system; (3) politics, and (4) budget; and the internal factors, namely (1) education and (2) job. The strategies used to optimize the fulfillment of social welfare right of poor society in Makassar city is buiding flats in hotel patten for poor society in order to reduce the expenses.
