Abstract
Abstract: This research aims at finding out the public servant development strategies defined by the local government of Makassar in Sidenreng Rappang district to improve the quality of public services. Research indicators were leadership policies, working conditions, and incentives tov/ard the quality of public services. The method of the research was a qualitative descriptive research. The approach was a phenomenological approach. It was intended to provide a description systematically, factually toward the studied object. The results showed that the descriptive analysis of policy is a good category based on the implication model for organizational policy toward the quality of public services. This indicator gives the smallest contnbution to the quality of public services. Working condition policy provides the second largest contribution on the implication model of organizational policy. Assessment of the implementation of the incentive policy is a good category. The theoretical implication adds references about the quality of public services at local government with the benefits obtained in the model of theoretical influences. The financial implication provides education about the importance of utilizing the funds in such a way proportionately. Therefore, it contributes effectively and efficiently to the development of official resources. Policy implications are significantly and positively influenced by some factors such as the policy of leadership, working condition and incentive on the quality of public services. In the implementation of local development planning, Sidenreng Rappang district uses a strategic planning model that is democratic, transparent, and accountable.
