Data were analyzed by descriptive qualitative with quantitative data supported. The results showed that in the era of regional autonomy HDI is an ideal proxy for measuring the performance of local governments, including the city of Makassar. The index is an overview of local government performance in three main areas, namely education, public health, and the economy. Then, success in managing the finances to make the area capable of improving the performance of public services. Improved public service performance is reflected in the increase in HDI, which in turn can improve the welfare of society.
