Abstract

ABSTRAK NURSINA ACHIR.2014 Peranan Kepala Sekolah dalam Peningkatan Mutu Sekolah di SD Negeri Tapalang Barat Kabupaten Mamuju (Dibimbing oleh Sulaiman Samad dan Kartika Hajati). Tujuan penelitian ini adalah untuk mengetahui peranan Kepala Sekolah dalam peningkatan mutu sekolah dan faktor-faktor yang mempengaruhi peran Kepala Sekolah dalam peningkatan mutu di SD Negeri Tapalang Barat Kabupaten Mamuju. Penelitian ini adalah penelitian kualitatif jenis studi kasus. Penelitian ini dilaksanakan di SD Inpres Pasa’bu dan SD Kecil Panseangan dengan informan atau narasumber dari Kepala Sekolah, Guru, Staf TU, Penjaga Sekolah, dan Ketua Komite. Teknik Pengumpulan dataa yang digunakan adalah teknik wawancara, observasi, dan studi dokumen. Teknik analisis data yang digunakan adalah analisis data metode kualitatif model interaktif atau model Miles dan Huberman. Hasil penelitian menunjukkan bahwa (i) peranan Kepala Sekolah di SD Negeri Tapalang Barat Kabupaten Mamuju, sebagai edukator, manajer, administrator supervisor, pemimpin, inovator, motivator, pejabat formal, dan wirausahawan, terlaksana dengan baik khususnya di SD Inpres Pasa’bu, namun peran tersebut kurang terlaksana dengan baik di SD Kecil Panseangan khususnya peran sebagai manajer, administrator, supervisor, pemimpin (leader), inovator, pejabat formal dan wirausahawan. (ii) Faktor internal yang mempengaruhi peranan Kepala Sekolah di SD Inpres Pasa’bu dalam peningkatan mutu sekolah yaitu kegiatan belajar mengajar yang bermutu, manajemen sekolah yang efektif, buku dan sarana belajar yang bermutu, fisik dan penampilan sekolah yang berfungsi, serta partisipasi aktif masyarakat yang tinggi. Adapun faktor eksternal yaitu kepala sekolah belum menguasai penggunaan IT, belum adanya akses internet di sekolah yang dapat digunakan oleh guru dan siswa untuk menambah wawasan. Sedangkan faktor internal yang mempengaruhi peranan kepala sekolah di SD Kecil Panseangan dalam peningkatan mutu sekolah yaitu kurangnya tenaga pendidik dan tenaga kependidikan, kualifikasi guru rendah, sebagian guru mengajar tidak sesuai dengan basic pendidikannya, serta sarana dan prasarana belum memadai. Sedangkan faktor eksternal yaitu kurangnya kerjasama dengan pengurus komite, kurangnya dukungan masyarakat sekitar sekolah (orang tua siswa), kurangnya kegiatan pendidikan dan pelatihan untuk menambah wawasan para tenaga pendidik dan tenaga kependidikan.   ABSTRACT NURSINA ACHIR. 2014.The Roles of the Principals in Improving the Quality of School at Public Elementary School of West Tapalang in Mamuju District (Supervised by Sulaiman Samad and Kartika Hajati). The study aimed at examining the roles of the principals in improving the quality of schools and factors which influence the roles of the principals in improving the quality of school at public elementary schools (SDN) of west Tapalang in Mamuju district. The study was a qualitative research with a case study. The study was conducted at SD Inpres Pasa’bu and SD Kecil Panseangan.The data sources of the study were the principals, teachers, administrative, staff, school guard, and the head of school committee. Data were collected through interview, observation and documentation study. Data were analyzed by employing qualitative method analysis of interactive model or Miles and Huberman model. The results of the study revealed that (i) the roles of principals at SDN West Tapalang in Mamuju district as the educator, supervisor, innovator, manager, administrator, leader, motivator, formal officials, entrepreneur, and formal officials were conducted well, particularly at SD Inpres Pasa’bu; however, the roles were conducted dissatisfactory at SD Kecil Panseangan, particularly the roles as the supervisor, innovator, manager, administrator, leader, entrepreneur, and formal officials; (ii) the internal factors which influence the roles of the principals in improving the quality of SD Inpres Pasa’bu in Mamuju district were qualified teaching and learning, effective school management, qualified books and learning facilities, functioned physical appearace of the school, and active participation of the people; whereas, the external factors were lack of mastery on IT of the principal, no internet acces in school to broaden teacher and students’ perspectives. On the other hand, the internal factors which influence the roles of the principals in improving the quality of SD Kecil Panseangan in Mamuju district were lack of educators and education personnel, low qualification of teachers, teachers mostly subjects which were different with teachers’ educational background, and insufficient facility and infrastructure; wherears, the external factors were lack of partnership with school committee, lack of supports from parents, and lack of education activities and training for educators and education personnel.
