ABSTRACT HAMDAN. Administrative Accountability in the organization of Secondary Education Program on Education Department in Biak Numfor Regency,in the year 2014. (Supervised by Promoter Alimuddin Machmud as well as Copromoter Haedar Akib and Jasruddin). The research aimed at explaining implementation of the development program of secondary education, analyzing determinant factors in secondary education program, and finding out implications of secondary education program on administrative accountability of education department in Biak Numfor Regency. Technique of data analysis used was case study analysis that aimed to analyze the various issues related to the research objectives. Data were collected by in-depth interview and documentation. Sample was selected by purposive sampling considering the intensity of informants’ involvement and understanding of the existing problem. The research findings indicated the planning, organizing, directing, motivating, and monitoring on the development of secondary education programs have been appropriately implemented based on the principles of good management. However, the planning of the program has not properly generated with strategic systems and mechanisms, although some of the characteristics of strategic management has been partially implemented, especially in the arrangement of quality control programs at the school level. Meanwhile, organizational aspects have been conducted based on the characteristics of standards organization program (SOP) in the development of secondary education program, but affecting of external factors, —environment—, practically brought it to be no suitably running based on the existing of standard organization program (SOP). Giving motivation is one of the education department's main success key to encourage spirit and culture work in various secondary educations and control mechanisms could be implemented by a team which is formed by mechanisms as official duties and functions of secondary education department in Biak. Some factors were found that determine the improvement of secondary education such as subjectivity of institution, especially the education department, leadership factor by meant leaders should frequently interact with their society, and human resources factor. Meanwhile, the implications of implementing administrative accountability in the organization of secondary education were the accessibility of education is opened, the improvement of children’s participation in education, and emerging the justice for all stakeholders in the process of secondary education organization in Biak Numfor Regency. Akuntabilitas Administrasi Dalam Penyelenggaraan Program Pendidikan Menengah Pada Dinas Pendidikan di Kabupaten Biak Numfor, Tahun 2014. (Dibimbing oleh Promotor H.Alimuddin Mahmud serta Kopromotor Haedar Akib dan Jasruddin) Penelitian ini bertujuan untuk menjelaskan Akuntabilitas administrasi dalam proses penyelenggaraan program pendidikan menengah, berbagai faktor determinan dalam proses penyelenggaraan program pendidikan menengah serta implikasi penyelenggaraan program pendidikan menengah terhadap akuntabilitas administrasi pada Dinas Pendidikan di Kabupaten Biak Numfor. Untuk mencapai tujuan tersebut, maka teknik analisis data yang digunakan adalah dengan menggunakan teknik analisis studi kasus yang dimaksudkan untuk menganalisis berbagai permasalahan yang terkait dengan tujuan penelitian tersebut. Data dikumpulkan melalui teknik wawancara mendalam (indept-interview) serta teknik dokumentasi. Sementara itu informan ditentukan secara sengaja (purposive sampling) yang ditentukan berdasarkan derajat keterlibatan dan pemahaman informan terhadap masalah yang diajukan. Hasil pnelitian menunjukkan perencanaan, pengorganisasian, pengerahan dan pemberian motivasi serta pengawasan dalam pengembangan program pendidikan menengah telah dilaksanakan sesuai dengan prinsip manajemen pengelolaan yang baik, namun dari sisi perencanaan program belum dihasilkan dari sistem dan mekanisme perencanaan yang strategis, meskipun beberapa karakteristik manajemen starategik telah dilakukan secara parsial, terutama pada penyusunan program pengendalian mutu di tingkat sekolah. Sementara itu, aspek pengorganisasian telah dilakukan berdasarkan karakteristik standar operasional prosedur (SOP) dalam pengembangan pendidikan menengah, namun dalam prakteknya seringkali tidak berjalan sesuai dengan SOP yang ada, oleh karena adanya faktor lingkungan eksternal yang mempengaruhi. Kondisi pemberian motivasi merupakan salah satu kunci utama keberhasilan Dinas Pendidikan dalam mendorong semangat dan kultur berkarya di berbagai sekolah menengah yang ada serta mekanisme kontrol telah dilaksanakan oleh sebuah tim yang dibentuk lewat mekanisme tugas dan fungsi daripada Dinas Pendidikan di Kabupaten Biak Numfor. Ditemukan beberapa faktor yang mendeterminasi proses pengembangan pendidikan menengah yaitu faktor subjektivitas kelembagaan terutama dari pihak Dinas Pendidikan. Disamping itu juga dipengaruhi oleh faktor kepemimpinan dimana pemimpin hendaknya selalu hadir ditengah koleganya, serta faktor sumber daya. Sementara itu hasil implikasi pelaksanaan akuntabilitas administrasi dalam penyelenggaraan pendidikan menengah adalah terbukanya akses pendidikan serta peningkatan angka partisipasi anak usia sekolah dan munculnya keadilan bagi seluruh stakeholders dalam proses penyelenggaraan pendidikan menengah di Kabupaten Biak Numfor.
