Abstract

ABSTRACT MUH. DAHLAN. 2013. School-based Management Implementation at SDN 18 Parepare (supervised by Abdul Salam and M. Arifin Ahamd) The study aimed at discovering (1) the description of the autonomy of scool on School-Based Management (MBS) at the management of school, (2) the description on the fleksibility, transparency, and accountability on MBS at the management of school, (3) the description on the role of people on MBS at the management of school, and (4) the supporting and inhibiting factors on the implementation of MBS at SDN 18 Parepare. The study was a qualitative descriptive research. The informants of the study were the principal, the supervisor of school, teachers, school committee, and students’ parents at SDN 18 Parepare who were selected by employing purposive sampling technique. Data were collected through interview and observation, as well as documentation analysis. The validation of data was conducted through extended observation and triangulation. The data then were analyzed by employing descriptive qualitative analysis with interactive model. The results of the study revealed that the wider autonomy arranged and managed the curriculum and learning, teachers and administrative ataff, students, finance and financing, school’s facilities and infrastructure, and special services. School has flexibility in managing, arranging, and utilizing school’s resourcesin transparent way and accountable, as well as a democratic and participative decision making toward curriculum management and learning, teachers, administrative staff, student, finance and financing, school’s facilities and infrastructure, and special services. The roles of people on school management were the planning, and evaluation of school program toward curriculum management and learning, teachers and administrative staff, students, finance and financing, school’s facility and infrastructures, and special service, three were two factors which influenced the implementation of MBS at SDN 18 Parepare, namely the supporting and inhibiting factors. Although there were constraints in the implementation of MBS, but the school was optimistic in conducting MBS that th impact could be felt by SDN 18 Parepare.
