Abstract

This research aimed at developing maritime English syllabus for students of Nautical department semester one which accommodates the students’ needs and IMO Model course 3.17. The method employed in this research was a descriptive research with the four alumni, four English lecturers, and twenty five students of the seventh semester at Merchant Marine Polytechnic of Makassar as the participants. The instruments used in collecting the data were questionnaire, interview, and document review and they were analyzed quantitatively and qualitatively. The questionnaire was used to gain the data from students about students’ learning needs. Then, interview to alumni was conducted to get more information about student’ learning needs. Interview to lecturers was conducted to get the information about the existing Maritime English syllabus. The document review was about IMO Model Course and the existing maritime English syllabus. The result of the research showed that (1) the nautical department students semester one needs to learn four English skills especially speaking and listening and two English elements which are vocabulary and grammar in maritime context (2) the typical contents and proficiency standards IMO Model course 3.17 inquiring to be mastered by students of nautical department are speaking and writing as the productive skill which the contents related to navigation that the topic listed in the textbook as “Discuss navigational routes and geographic location” and direction that the topic listed in the textbook as “Ask for and give direction on board and ashore”(3) the existing maritime English syllabus development for nautical students’ semester one does not meet the requirements of IMO Model Course 3.17 and students’ needs in the areas of the content of language skills, language elements, and the learning activities as English for general purposes(4)the existing maritime English syllabus content is English for general purposes. The vocabulary and grammar are not contextual in maritime terms. It is lack of learning activities which lead to Maritime English (5) the newly designed syllabus of maritime English for nautical students semester one which accommodates students’ needs and the typical content and proficiency standard of IMO Model Course 3.17.
