Abstract

SUMMARY The rationale of the research discusses the role of bureaucracy on the dilemmatic management of informal sector for street vendors in Makassar. The issues have been identified as follows: (1) How is policy mechanism informal sector management especially for street vendors in the perspective of continuous development? (2) What are the roles of actors in coordinating people’s demand and aspiration in relation to city management for informal sector? (3) What is the inconsistence in informal sector management especially for street vendors? (4) How is policy strategy in informal sector management especially for street vendors? The objective of the study is understanding, analysisng and interpreting: 1) The mechanism of policy implementation in informal sector management especially for street vendors in the perspective of continuous development, 2) The roles of actors in coordinating people’s demand and aspiration in relation to city management for informal sector, 3) inconsistence in informal sector management especially for street vendors, and 4) Policy strategy in informal sector management especially for street vendors. The results of the study show that: (1) Training for street vendors requires registration and permit from Makassar municipal government; (2) Local government bureaucracy provides service in utilizing city spaces and maximizing bureaucracy roles in determining the guidelines to optimize roles and functions of city spaces (3) Inconsistence in informal sector managementespecially for street vendors in Makassar is owing to the large number of street vendors in Makassar’s university campuses; (4) The implementation of strategic policies in informal sector management especially for street vendors in Makassar was done in the form of persuasive trainings for the street vendors; (5) Based on the empirical model, it has been seen that street vendors in Makassar are not well organized that it causes traffic and aesthetic problems. Therefore, trainings are considered necessary. The study recommends that there should be optimization in the mechanism of policy implementation in informal sector management in the prespective of continuous development.
