Abstract

ABSTRACT This study aims to analyze, interpret and describe the accountability of the administration of the secondary vocational education with the determinant factors to the accountability of the administration in the Ministry of Youth and Sports of South Minahasa regency. Data collected through observation, interview and documentation. Data were analyzed using an interactive model by Miles & Huberman. The results showed a strategic plan, the Dikpora yet fully perform in accordance with existing mechanisms, it can be seen in the manufacturing of the strategic plan which do not accommodate the needs of 17 districts that have the different characteristics and level of prosperity , in a short time without involving the SKPD organizational structure , and did not involve school principals. In organizing vocational secondary education still found weaknesses such as lack of facilities - infrastructure, transfer and removal of the principal office which is not according to the SOP, the formation of the fulfillment of teachers and distribution under the authority of local governments has not been well explored and are not proportional to the number of vocational school that was established in order meet the composition SMA: SMA (30:70), the low standards achieved by teachers who benefitted from professional teacher grant, when following the teacher Competency Test (UKG), and breaches in the implementation of the National Examination. In the aspect of supervision included internal control that has not worked as expected, it is characterized by the number of supervisors in education units that are redundant and not in accordance with the rules of the workload with the number of teachers guided, as well as the establishment of the post of superintendent of education unit carried out without going through job analysis, as well as external oversight by the Board of Education is not maximized in performing their duties that have never been involved or requested for consideration in the educational provision by the Ministry of Youth and Sports. Determinant factor with the focus of study: Communication, shows that there are barriers to SMK’s away from the district center to access the internet, for the resource factors, often carried the mutation positions led to the implementation of policies difficult to implement, and for disposition, it was found that the placement of people in the structure organizations that are not according to their competencies, as well as to the bureaucratic structure of administration bureaucracy show featuring procedure is long and convoluted, less guidence by the leaders and delegation of tasks found in the school principals are difficult to understand and to adjust when executing their duties.
