Abstract

This study to find: 1) How is the implementation of the farmer card policy in Barugae, Duampanua District, Pinrang Regency, 2) what factors influence the implementation of the farmer card policy in Barugae, Duampanua District, Pinrang Regency. This research approach is descriptive qualitative with a type of case study research. Techniques in determining informants use snowball sampling with considerations, namely: 1) The Head of the Agricultural Service or who represents, 2) The owner of a subsidized fertilizer retailer's kiosk, 3) a farmer who uses a farm card. The number of informants is 10 people. Data collection techniques using observation, interviews, and documentation. The data obtained are analyzed through the stages of data reduction, data presentation, and drawing conclusions. Data sharpening using triangulation techniques, namely source, method, and time. The results showed that: 1) The implementation of the farmer card policy in Barugae, Duampanua District, Pinrang Regency, was influenced by several indicators, namely: (a) Communication, (b) Resources, (c) Disposition and (d) Bureaucratic structure. 2) Factors affecting the implementation of the farmer card policy in Barugae, Duampanua District, Pinrang Regency, namely: (a) Policy environment, (b) Policy makers and actors, (c) The policy itself and (d) The group of policy targets.
