Abstract

Abstract: Poverty, neglected education, and limited area of occupation in cities and rutal areas are intertwined problems, invites detailed studies. One of the efforts taken to solve such problems was by increasing the quality of human resources through ‘skill-development training institutions’, as a part of non-formal education. The skill-development training institutions in cities are more amenable than in rutal areas, particularly those governmental ones. The objectives of the studywere to gain an understanding upon such scenarios and find out the internal and external factors which determine the organization mobility of the skill-development training institutions in Makassar and its effects on social economic usefulness for the learners. The unit of analysis of the study was the learnt participantsof the skill-development training institution. The data collected through standardized questionannaire. To make sure the validity of the gained data, interviews whit the directors of the skill-development training institution, checking and documentations were employed as well. The organization mobility of the skill development training institutions are obviously determined by some internal factors, viz., availability of curriculum that meet the occupational market needs, sufficient facilities, and the director capabilities. Besides, there are some external factors as well, like the simplicity to get the operational and government role in technical and administrative supervison by upgrading the trainer competencies, yet intensive was still insufficient. These factors have impact on the degree of the learner perceptions on socio-economic usefulness of each skill program in in the skill development training institutions. Better the organization mobility, higher the leaner perceptions on the social economic usefulness. The inference was drawn from the percentage analysis as well as Chi Square (X2) analysis, which strengthen the conclusions at 0.05 level significance.
