Abstract

ANALISIS PEMBINAAN KOMPETENSI GURU SMAN OLEH DINAS PENDIDIKAN PEMUDA DAN OLAHRAGA DI KABUPATEN MAMASA Analysis of Competence Development of Public Senior High School Teachers by Youth and Sports Education Office in Mamasa District Muhammad Yusran ABSTRAK Pemerintah wajib memberikan porsi pembinaan dan perhatian yang sangat besar terhadap kompetensi profesi guru. Tujuan penelitian ini adalah mengetahui gambaran tentang perencanaan pembinaan kompetensi guru, gambaran pelaksanaan pembinaan kompetensi guru, gambaran evaluasi pembinaan kompetensi guru dan faktor pendukung dan penghambat pembinaan kompetensi guru. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam dan mengkaji dokumen. Hasil penelitian menunjukkan bahwa perencanaan pembinaan kompetensi guru dalam hal analisis masalah belum dilakukan secara optimal. Desain kegiatan mandiri yang belum bervariasi dan masih banyak dilakukan dalam wadah MGMP dana blockgrant. Koordinasi rencana yang tidak kolaboratif serta evaluasi rencana yang belum memenuhi kriteria dan standar baik. Untuk pelaksanaan pembinaan kompetensi secara umum juga belum terlaksana dengan optimal. Dalam hal penyediaan data dan informasi tidak memadai terkendala oleh transportasi dan komunikasi yang kurang memadai. Standar pelaksanaan kegiatan pembinaan yang difasilitasi kegiatannya oleh Dinas Pendidikan telah sesuai dengan petunjuk teknis kegiatan. Adanya kebijakan prioritas anggaran pendidikan di Mamasa untuk pembangunan fisik maka kegiatan peningkatan mutu pendidik SMA sangat kurang. Data base keikutsertaan guru dalam kegiatan-kegiatan pembinaan tidak tersedia maka pelaksanaan pembinaan kompetensi guru tidak dilakukan dengan berjenjang, seleksi kriteria peserta yang tepat dan program yang berkelanjutan. Monitoring dan evaluasi yang dilakukan dalam kegiatan pembinaan kompetensi guru belum terlaksana secara optimal. Dalam evaluasi pembinaan, kurang dilakukan koordinasi yang melibatkan pihak-pihak terkait karena terkonsentrasi pada sub bagian program dan pelaporan. Terdapat faktor pendukung dan faktor penghambat yang dapat ditemukan di lapangan, baik secara internal maupun eksternal. Faktor pendukung secara internal, yakni adanya kerjasama (team work) yang solid dalam bidang PMPTK. Sedangkan faktor pendukung secara eksternal, yakni sekolah binaan, guru berprestasi, bantuan pemerintah, institusi pendidikan. Sedangkan yang menjadi faktor penghambat secara internal seperti kompetensi sumber daya manusia, gedung kantor. Adapun yang menjadi faktor penghambat secara eksternal seperti, sarana tranportasi dan alat komunikasi, peran pengawas, peran kepala sekolah, peran guru, peran organisasi profesi/PGRI, dewan pendidikan, anggaran. The study aimed at discovering the description of the planning of competence development of teachers, the description of the implementation of competence development of teachers, the description of the evaluation of competence development of teachers, and examining the supporting and inhibiting factors of competence development of teachers. The study employed qualitative approach. Data were collected through in-depth interview and documentation study. The results of the study revealed that the planning of competence development of teachers in terms of analysis of the problems was not conducted optimally. The design of independent activity had few variations and conducted in MGMP with block-grant funding, plan coordination which was not collaborative as well as plan evaluation which yet to fulfill good criteria and standard. In general, the implementation of competence development of teachers was not conducted optimally. The availability of data and information were not sufficient due to problems on transportation and communication. The standard of implementation on development activity facilitated by Education Office was already appropriate with technical guidance activity. The policy priority on education budget in Mamasa for physical development existed which in turn made lack of improvement in education quality in senior high school. Data base for teachers who joined the development activities was not available which made the implementation of competence development of teachers could not be conducted in tiered. Selection of criteria of the participants was appropriate and on-going programs. The monitoring and evaluation conducted in the activities of competence development of teachers was not conducted optimally. The evaluation on the development was lack of coordination with related parties because it was more concentrated on the sub part of the program and the report. The supporting and inhibiting factors were discovered at the field both internal and external factors. The supporting internal factors were a solid team work in PMPTK; whereas, the supporting external factors were development school, outstanding teachers, government aids, and educational institution. The inhibiting internal factors were human resources competence and office buildings; whereas, the inhibiting external factors were the transportation and communication equipment, the roles of supervisor, the roles of the principals, the roles of teachers, the roles of profession organization/PGRI, education board, and finance.
