Abstract
RIngkasan: Penelitian ini bertujuan untuk menganalisis penyelenggaraan pemilihan kepala daerah dan wakil kepala daerah kabupaten Gowa berdasarkan prinsip independensi, imparsialitas, dan profesionalisme KPU Gowa. Jenis penelitian ini adalah deskriptif kualitatif dengan pendekatan studi kasus penyelenggaraan pemilukada Gowa tahun 2010. Teknik pengumpulan data melalui observasi, wawancara, pengalaman personal, dan focus group discussion (FGD). Hasil penelitian menunjukkan bahwa: Demokratisasi KPU Gowa dalam hal independensi sebagai penyelenggara pemilukada belum dilaksanakan dengan baik. Ketidakindependenan KPU Gowa ini ditemukan dalam aspek: Adanya campur tangan kekuasaan pemerintah/elit politik dalam pembentukan penyelenggara pemilu; Koneksi politik, kuasa persona, dan taktik politis masih digunakan dalam pembentukan tim seleksi KPU Gowa dan penunjukan Sekretaris KPU Gowa. Pada tingkatan PPK dan PPS, intervensi pemerintah setempat menjadi semakin kuat dengan adanya ketergantungan PPK dan PPS dalam memanfaatkan sarana berupa gedung kantor dan fasilitas di dalamnya; dalam pengajuan pencalonan di tingkat PPK, PPS, dan KPPS, pemerintah setempat menciptakan kondisi yang membatasi peran individu tertentu. Demokratisasi KPU Gowa dalam aspek imparsialitas terjadi dalam hal: memperlakukan peserta pemilukada dan masyarakat secara tidak adil dan tidak setara; dan menerapkan hukum dan aturan pemilukada secara tidak adil dan tidak merata kepada peserta pemilukada dan konstituen pemilukada. Transparansi dan akuntabilitas KPU Gowa belum memenuhi indicator-indikator transparansi dan akuntabilitas terutama yang berkaitan dengan aksesibilitas masyarakat terhadap informasi setiap tahapan pemilukada dan tidak diterapkannya mekanisme pengaduan terhadap pelanggaran pelaksanaan tahapan pemilukada. Demokratisasi KPU Gowa dalam bentuk kompetensi sebagai penyelenggara pemilukada belum menjalankan prinsip profesionalisme yang baik. Ketidakprofesionalan KPU Gowa dikaji berdasarkan aspek-aspek: a) Pelatihan teknis yang dilaksanakan oleh KPU Gowa lebih mengedepankan kuantitas dengan diberlakukannya pola pelaksanaan pelatihan secara kolektif di tingkat kabupaten; b) Akuntabilitas informasi publik masih diabaikan dalam seluruh tahapan pemilukada 2010; c) Pendidikan pemilih tidak dirancang sesuai dengan klasifikasi pemilih. yang bersifat teknis; dan d) Tidak dilakukannya pelaporan secara berkala mengenai tahapan pemilukada. Hal ini terjadi karena tidak dilaksanakannya fungsi operasional manajemen sumber daya manusia dalam lembaga penyelenggara pemilukada di Gowa. ABSTRACT RISMA NISWATY. 2012. Democratization and Effectivity of Gowa Regional Head Election By Regional Election Commission. (supervised by Amir Imbaruddin as Promoter, H.Andi Makkulau, and Haedar Akib as Co-promoters). This study aimed to analyze the implementation of regional election in Gowa regency on the principle of independence, impartiality, and professionalism of Gowa Election Commission. This research was a qualitative descriptive with case study approach to the implementation of Gowa elections in 2010. The technique of collecting data through observation, interviews, personal experiences, and focus group discussion (FGD). The results showed that: Democratization in terms of independence of KPU Gowa as the organizer of the election has not been implemented properly. Dependency of Gowa Election Commission is found in the aspect: The intervention of the powers of government/political elites in the formation of election organizer; political connection, personal power, dan political tactics still using in the formation of Gowa election commission’s selestion team dan the giving mandats for KPU Gowa Secretary. At the level of PPK and PPS, the local government intervention becomes stronger with the dependence of PPK and PPS in utilizing the facilities of the office buildings and facilities therein; the filing of the nomination at the PPK, PPS, and KPPS, the local government create a conditions that limited the role of particular individuals. Democratization in the aspect of impartiality of the Gowa Election Commission happen in terms of: treating the election participants and society as unjust and unequal, and implement election laws and rules are not fair and equitable to election participants and the election constituencies. Transparancy and accountability of KPU Gowa is still uncover the indicators of this concepts, especially for public accessibly for local election steps information and the lessperform of complain mechanism about the tresspassing of election steps. Democratization of KPU Gowa in the aspect of professionalism competence as the organizer of the election has not run a good principle of professionalism. Assessed by the Commission Gowa unprofessional aspects: a) technical training held by KPU Gowa is more quantify rather than the quality which arrange collectively at the district capital; b) The absence of the provision of information to the public on the whole election stages and the election system; c) voter education prepared without voter classification; and d) Not doing regular reporting on stages of the election. It was happened because the absence of human resources management functions at Gowa election commision.
